They reference the study on aspartame on page 315. Aspartame was turned down on September 30, 1980. Five days before President Carter left office he wrote an executive order that set the controls on exports of substances that were banned or severely restricted in the United States. This order went into law on January 15, 1981. The order included food additives, what aspartame is. This executive order was order number 12264.
